The rulers (shepherds) are condemned for failure to care for God’s people. But God will restore a remnant of His people and give them faithful shepherds. He will raise up the Messiah to be their King.

 

After the Assyrian attack; before the Babylonians

 

vv. 1–2, Unrighteous rulers.  By right of their office, the kings of Judah (Israel had asked for a king) had exerted a tremendous influence on the people, scattering them away from God. Driven them away, the very opposite of the shepherd’s duty, i.e., to go before the flock and lead them to pasture or the fold (1Sam 8:4-9, 19-20; Jn 10:3–4).  Not like a cattle drive—but leading from the front as a shepherd.

 

What happens when we don't make God king of our lives.

 

vv. 3–4, God will repair the damage.  I will gather the remnant. As the kings of Judah had scattered the people of God, so God would regather the nation. There is a double fulfillment of this prophecy. The first fulfillment occurred after the Babylonian exile when the remnant returned to Israel. However, this peaceful and righteous rule was short-lived. By the time of Malachi, the last Old Testament prophet (400 b.c.), Israel had degenerated again into idolatry and immorality. Permanent peace and a truly righteous reign would not come until the Messiah, the righteous Branch, would reign for a thousand years. The second fulfillment of the prophecy of Israel’s regathering and the righteous Branch will occur during the millennial reign following the Great Tribulation

 

v. 5, God as the Messiah.  The Messiah is called the Branch (or Son) of David. The Branch was not an individual twig or branch of a tree, but a sprout from a fallen tree or a sprout directly out of the ground from a root, forming a second tree (cf. Gen 19:25; Ps 65:10; Isa 61:11; Ezk 16:7; 17:9, 10). Therefore, out of the fallen dynasty of Israel life would spring through an individual Messiah, upon whom the nation’s, as well as the world’s hopes, would rest.  In Zechariah 3:8, He is “My servant the BRANCH.” In Zechariah 6:12, He is presented as “The Man ... the Branch.” And in Isaiah 4:2, He is “The Branch of the Lord.” These correspond to the four ways Christ is presented in the Gospels—as King, Servant, Son of Man, and Son of God.

 

Behold, the days come. Jeremiah uses this introductory formula fourteen times in the book to prepare a message of hope for the future (7:32; 9:25; 16:14; 19:6; 23:5, 7; 31:27, 31, 38; 33:14; 48:12; 49:2; 51:47, 52).

 

v. 6, Righteousness.  His name shall then be called The Lord our Righteousness, the One who secures our vindication. This title may possibly be a play on the name Zedekiah (the Lord is my righteousness), in contrast to his wicked character. The king of Babylon changed his name from Mattaniah to Zedekiah, no doubt for political reasons. Zedekiah never lived up to his name, but the coming Messiah will.

 

2 Cor 5:21, He has made him to be sin for us, who knew no sin, that we might be made the righteousness of God through him.  Is 53:6.

 

He is holy, we are not.  Yes, God is love, but…He doesn’t say, “Aw, come on in”
